This page shows the settings for a delivery at a rate of 500 messages per hour however the Hotmail limit for outgoing email messages is 100 messages per day. This is not a fixed number though, the limit also depends on your reputation within Hotmail. Indeed, the system needs a few days to build your reputation. That means there are stricter limitations on new accounts or accounts that have engaged in activity representative of abusers sending spam. As you develop a reputation for not sending junk e-mail, Hotmail increases the number of recipients that you can send messages to. If you are a new free user, you might be limited to a lower limit compared to an older account which is a temporary restriction and is upgraded to the maximum recipients limit as soon as the user establishes credibility in the system. You can upgrade to Hotmail Plus or MSN Premium, both of which are paid accounts, to enjoy a higher sending limit. Further reading: Hotmail Daily Message Limit
As a precautionary measure to stop spam, many ISPs are no longer allowing outbound traffic on port 25. As a result, your ISP may have blocked port 25 on your account. Port 25 is the standard TCP port used to send e-mail via the SMTP protocol. Hopefully Hotmail servers also offer their services through port 587. So, if MaxBulk Mailer can't connect to your server through default port 25 simply use 587 as shown on this page. If the 'LOGIN' authentication scheme gives problems try 'PLAIN' from the second pull-down menu next to 'Authentication'.
