Error in the installation 'api ms win crt heap l1 1 0.dll is missing

Question: Good afternoon, we have acquired your suite of products. Once installed, an error appears in each of them:

"MaxBulkMailer.exe - System Error

The Program can not start because it is missing api-ms-win-crt-heap-l1-1-0.dll on the computer. Try reinstalling the program, to correct this problem "

We have tried the reinstallation, we have installed Microsoft Visual C ++ 2015 Redistributable and Update 3RC without any results.
