'Too many errors'

Using MBM 8.2.1 (and MLM) . I'm have trouble even sending the first hundred or so messages. It keep erroring out with a dialog box saying there were too many error, adjust the sending rate or number of connections or tell your administrator or ISP. I am the administrator. I have adjusted the rate down to 10 per 30 mins. Connections down to 2. I'm not seeing any corresponding errors in the mail server's logs (which I administer). Here's a sample of the error log:

Here is the beginning of the log for the batch that contains all the errors. The previous 2 batches seem to run fine, then it blow up. It's the same pattern every time I've tried it; first 2 batches are ok, then too many 'user already specified errors'.
