Good news, MaxBulk Mailer has been updated to support TLSv1.2. That new SSL version is available since version 8.6.7, released on September 12, 2018 as you can see here. Just download very last MaxBulk Mailer version here and you will be fine. Note that MaxBulk Mailer how comes as 32bit or 64bit.
