Tags showing in Preview but not in received email

Doing a Html only email , recipient list is a .csv file.
The Preview shows the [tag] fields just fine, but sending a test, the received email has blanks where the tags were. All other html/text is there.

What do you mean with sending a test, are you using the 'Test Mode'?

Yes using Test Mode
the Singly box is set in Settings.
Doing
Delivery, Test Mode, Send to All
and I get 1 email, all the [Tag] fields are blank on received email.

What happens if you add yourself to your list and send you a message with no test mode?
