settings don't set!

I am encountering much frustration saving "settings."

Several accounts I have had for years and they are always there. But new ones I am trying to create keep disappearing no matter than I use the "save new account as..." feature. Also, old useless ones I delete using the "delete..." keep coming back. Making program useless.....

Also, I get things like Error 102 and 103. Is there a listing of what these mean?
