Sending Delivery not correct?

Hi,
I have noticed for some time, that the MBM is not sending the number of mails set in the Delivery fields. I have set it to be 500 mails per hour but when he send random 300-400 mails it finishes the cycle and start counting till one hours passes. Why is this?

The connection log should show the reason of that, any error? Errors codes start with 5.
