I have sent out an HTML to 200 or so addresses apart from the bounces and the out of offices I have had back there are a lot of recipients with this message

Have you activated the Return Receipt checkbox on the first panel?

Yes have checked receipts box. Is that it? I know of one recipient who has opened the email ( but could not see the html (?). I have not had a receipt confirmation back from them nor 150 or so others. Also is it possible to know which of the recipients has been unable to see the html?

Yes, it is it. If you activate receipts you will get them from people which software supports it. To know if a user has been able to se the HTML you have to ask him, there is no other way. Nowadays it is rare when somebody can't see HTML.
