It is very important that eMail Bounce Handler is the very only application connected to the mailbox containing the bounces. Make sure you other mail software is not interfering.
In addition make sure you haven't any anti-virus software scanning the mail port while eMail Bounce Handler is working and downloading large amount of bounces. This is because the software use to be faster than the anti-virus.
