Price diference between site information and paypal page

On the information page I can see:
MaxBulk Mailer Pro (PC/MAC)
59.90 €

But when I jump to the paypal page the price up to 70,68 €, is that normal ?

Yes, it is what I call the VAT effect
If you click on Paypal disclosure triangle you will see the VAT line.
