Budget calculation for interval

I do not understand the calculation. On the file attached for 1st of januaray to 31st of march, if for exemple you look at the post telephone.
Budget 70 /month, Year 840, 1st quarter 493,33, variation + 59,33 ???
I should read
493,33 -(( 70 x 3) 210 )= 269,33 of over expense
