api-ms-win-crt-runtime-l1-1-0.dll is missing

Latest v8.5.4 program do not start at all.
Just put up an alarm with api-ms-win-crt-runtime-l1-1-0.dll and that the file is missing.
I have Windows Server R8 2008 and v8.5.3 and olders versions work fine.

Try to install the Microsoft Visual C++ 2015 Redistributable Update 3 RC. This library is supposed to be part of MS Windows.
