403 Error -- sometimes

I've been having this problem for a while.
I can download remote lists and change them.
But about 80% of the time I can't see what's happening on clicks/opens.

It often happens I have multiple sends of the same email. I can sometimes look at one send set or the other, but not both at the same time.

I did recently shift my MLM Folder.
I'd be happy to uninstall/reinstall…

Is there a way to solve this problem?

The error you see here is an HTTP error, HTTP error 403. That error is explained here: HTTP error 403. I recommend you to contact your server support and ask them why that error is returned when using the URL MaxBulk Mailer is using.
