Use of Tags and text when MaxBulk is set to Web Page Format

How do I make use of Tags and text (plain or styled) when MaxBulk is set to Web Page Format.

For example:
Dear [Firstname],
http://www.optimumwebsites.co.nz/enews/ ... tter1.html

You have to include your text and tags into that HTML page.
