Managing numbered newsletters against new recipients

My client has already bough your software, but they are stuck, and so am I on the best way to deal with this:

Client may have five newsletters 1-2-3-4-5.
They get an updated list of people have agreed to be contacted every month.

They want newsletter 1 sending only to the new people (every month new subscribers are generated), then next month those people will get newsletter 2 while that months new people will get newsletter 1. And so on (people who receive newsletter 2 will get 3, those that got 1 will get 2)

How the heck do I set this up? Any pointers please? I have read getting started, About, Updates and browsed the forum but I'm stuck. :-(

I would use an opt field (say opt1) and store a reference in it (1, 2, 3, 4...). Then before a delivery I would select recipient by reference using the quick selector. For example you might select all the recipients whose opt1 field is equal to 3. Then use the 'Delivery | Send | To Selection' menu.
