MaxBulk Mailer 27% more expensive for European customers!?

Is this done on purpose to fool European customers? On MaxBulk Mailer site, it says:

Limited offer: $59.90 BUY NOW

But after I click the link, the price on PayPal website is displayed 59.90 EUR. This amount is at today's rate about $76.00 US, that is 27% more than the expected $59.90 US.

I found out using a proxy in the US that you can get the US price by following this link.

This is correct. It is the cost for translating all documentation to european countries.
