can maxbulk mailer send
say 600 recipients with indervidual messages
i.e. 600 diferent pin codes etc

Yes, use one of the optional columns to store your codes and include them in your message using a tag. You can from example rename 'Opt1' to 'Pin' and then use [Pin] inside your message:
Hi [Firstname],
This is your Pin: [Pin] |
